Tips for sending “off hours” communications

pink bunny slippersAt the February Strategic Planning meeting we discussed the added stress and workload of being available 24/7 through email and mobile devices.  As one that tends to squeeze in some extra minutes and hours outside of 8 to 5 I am sometimes too quick to send a non-urgent message.  I have found using the delivery delay function in email allows me to read and respond or initiate email yet not have it delivered until the next working day.  This works too when staff are on vacation and you really should let them enjoy rather than loading up their inbox.  In MS Outlook the delay delivery is found under ‘Options’.  You can’t control what is sent to you, but you can set the tone with what you send.

Be assertive in providing counsel

Scott Edinger advises that assertiveness is The One Skill All Leaders Should Work On.  He notes that “There are plenty of highly principled people who are too timid to speak up in meetings — to question a decision that appears to violate a corporate value or is otherwise not in the best interests of the organization. Assertiveness doesn’t cause honesty or vice-versa, but when the two operate together they give people the courage not only to know what is right but to stand up for it as well.”

This can be particularly challenging in politically charged local governments whether one is questioning a decision of higher ups or peers.  Note that Edinger uses the phrase ‘question a decision’ as an example of assertiveness.  The GFOA Code of Professional Ethics encourages us to, “. . . strive to provide the highest quality of performance and counsel.” Years ago I was mentored that our role as professionals in government is to provide the most accurate and complete information available but have done so we cannot prevent a governing body from making deleterious decisions.

2011-12 Strategic Plan Rocks!

This month’s update of the IGFOA 2011-12 IGFOA Strategic Plan Rocks includes the following progress:

Raise awareness of IGFOA and energize its members 

Work on reviewing past marketing tactics and develop marketing protocol resulted in a comprehensive IGFOA Communications Plan. Some of the key items we are implementing include return to a quarterly hardcopy newsletter, increased emphasis on disseminating news items through a combination of LinkedIn/Twitter/Facebook (check out our new Twitter feed at www.igfoa.org), adding weekly news to the Friday Jobline. Tangible results show a 7.5% increase in public sector membership from January to December 2011.  So far this renewal cycle 90% of public sector members have retained membership. Seminar attendance compared to this same time frame last fiscal year is up 11%.

The Illinois Municipal League welcomed our request to submit articles on local government finance.  The May 2012 IML Review will include an overview of GASB 54 changes to fund balance categories.  We would like to follow-up with an article about “finding the appropriate fund balance targets for your government” for submission in mid-May.  Call for volunteer article authors will be in this week’s Jobline.

Our plan to publish testimonials from leaders to encourage volunteerism was jump started by a profile of IGFOA President Sue Stanish in the January 2012 CM Services Association Leaders newsletter. Who volunteers for next profile?

Enhance real-time data sharing 

Work on evaluating the current online forum technology and determining if changes should be made is wrapping up with the ad-hoc team testing the Members Exchange e-list completing recommendations to launch the e-list and specific interest/regional e-lists for all members.  See the ad-hoc team on-line evaluation of the e-list. The Executive Board will be asked to approve a revised Members Exchange policy at the April meeting. Moving peer-to-peer exchanges from the bulletin board to an e-list will also assure items are delivered directly to members without the need to log-in.

The survey of locally controlled revenue sources was rolled out in February.  Response has been slow and we need your participation to get some traction.  Please complete the survey at http://revenuesurvey.igfoa.org.

Develop and publish an Annual Training Plan and deliver training to members

Conference committee received a great batch of proposals for the 2012 program and suggested sessions not incorporated in conference will be shared with Chapters and Career Development Committee.

Hot topic webinars and seminars are heating up with the following planned for April – July:

  • Post bond-issuance compliance
  • Reporting of Employer Provided Health Care Coverage on Form W-2
  • Understanding and Implementing Purchasing Cards
  • Workers Compensation Cost Control Measures
  • Managing and Leading in Lean Times

In addition the Career Development Committee plans to offer training in Implementing new GASB standards, Changes to Pension Financial Reporting, and Implementing New State Laws as specific standards and laws are adopted.

Building on last autumn’s training survey for all members, the Downstate IGFOA Chapter Board asked downstate chapter members for their feedback in March.  Read what downstate members advised . . .

 

 

117 new faces in IGFOA LinkedIn Group so far this year

Since January 1, 2012, 117 new people joined the IGFOA LinkedIn Group expanding the audience over 50% in less than 10 weeks.  While the group has been in place since July of 2009 and was opened to non-members in late 2010, this recent surge in participation appears to be driven by two purposeful actions:

  1.  new invitations to IGFOA members that are not members of the group, and
  2. 3-5 news or announcement postings per week
To keep the momentum going, and encourage participants that are not members of IGFOA to join the association, your help in contributing discussion items to the group would be invaluable.  Hot topics in local government finance, examples of how IGFOA/IGFOA members helped you, and news or announcements about committee or chapter activities would be great.  If you belong to the group, just log-in to LinkedIn, navigate to the Illinois Government Finance Officers Association group, and start a new discussion or comment on an existing discussion.

CM Services helps IGFOA reduce expenses

IGFOA’s association management partnership with CM Services led to yet another savings, this time shaving $500+ from the annual premium for Directors and Officers liability insurance while providing increasing coverage for outside defense costs.  IGFOA’s insurance costs are 84% lower in 2012 than 2010 due to reduced premiums and transfer of coverage for professional liability and property through CM Services.

Searchable IGFOA Member Map Launched

As requested by the IGFOA Membership Drive Team, a searchable map of IGFOA members launched today at the IGFOA members only directory.  Log-in at www.igfoa.org and go to Directory/Member Map.  This map will be updated quarterly and includes IGFOA member governments by location. Please be patient as the map is downloads.

Help us fill the map!  Look in your area to see what governments are not members of IGFOA and invite the finance staff to join!  We will schedule a Membership Drive Team on-line meeting in mid-January to demonstrate how to use the map and update the Team.

Encourage volunteer leadership to strengthen professional skills

In a recent Forbes post titled, Volunteering – A Great Way To Learn Real Executive Leadership, Karl Moore and Richard Pound write “The management environment in volunteer organizations is often extremely challenging. Without the compensation and organizational authority to keep their teams productive and working toward shared goals, volunteer managers must be adept leaders and persuaders as they tackle all the same management issues they face in their corporations: setting objectives, developing strategies, raising and allocating funds, motivating and guiding people, and complying with regulatory structures.”  They also discuss the benefits of learning persuasion and mediation by working with volunteers.  I think they hit the nail on the head when they point out that some employees feel that taking time away from the office to volunteer damages their career.  Read the full article . . .

We will definitely be including this article in our arsenal of volunteer leader mentoring tools.  Let’s work on encouraging members and the governments they work for to appreciate the value of volunteering.

Nannini elected to IMRF Executive Trustee Spot
